GujRERA is Gujarat's real estate regulator under the RERA Act, 2016. Every residential or commercial project on more than 500 square metres or with more than 8 units must be registered before it is advertised or sold, and every agent needs a RERA registration number. On gujrera.gujarat.gov.in you can look up a project's registration, approvals, quarterly progress and complaints for free, and file a complaint online for a fee. If a project you are considering is not on the portal, do not pay a booking amount.

Before 2017 a Gujarat homebuyer who paid for an under-construction flat had almost no leverage if the builder delayed possession, changed the plan or sold the same unit twice. The Real Estate (Regulation and Development) Act changed that, and Gujarat was among the first states to set up its authority. Today GujRERA holds the approvals, promoter details, financial disclosures and progress reports of thousands of projects, and it is the single most useful website a buyer of a new flat, plot or shop can open.

This guide explains what GujRERA covers and what it does not, how to check a project and an agent properly, how to read the quarterly progress report, how the complaint process works, and the mistakes buyers make when they assume "RERA registered" means "safe". What GujRERA is and what it regulates

The Gujarat Real Estate Regulatory Authority was established under Section 20 of the RERA Act and started registering projects in 2017. It has 3 wings:

  • The Authority, which registers projects and agents, publishes their details and hears complaints.
  • Adjudicating Officers, who decide compensation claims.
  • The Appellate Tribunal, which hears appeals against the Authority's orders.

Its remit is real estate projects: apartments, plotted schemes, commercial buildings and mixed developments sold to the public before or during construction. It does not regulate resale of a ready flat between two individuals, agricultural land, or a building a family constructs for itself.

The phase rule matters. A scheme advertised as one campus may consist of 5 registered projects with different completion dates. Always check the registration for the specific tower or block you are buying.

How to search a project on GujRERA

Step 1 — Open the portal and the project search

Go to gujrera.gujarat.gov.in and choose Project Search (sometimes shown as Registered Projects). No login is needed.

Step 2 — Search by number, name, promoter or location

The RERA number printed on the brochure (format PR/GJ/AHMEDABAD/…) is the most reliable search. Otherwise filter by district, taluka and project name, or by the promoter's name. Spelling varies, so try a shorter fragment if you get no results.

Step 3 — Open the project page

Note the registration date, the proposed completion date, any extension granted, and the status (ongoing, completed, lapsed). A lapsed registration means the builder cannot legally sell units until it is revived.

Step 4 — Download the documents

The page links to the approved plan, the land title report, the encumbrance declaration, the commencement certificate and the sanctioned layout. Open each one. A missing or expired approval is a warning sign that the glossy brochure will not mention.

Step 5 — Read the quarterly progress report

Promoters must upload a report every quarter with the percentage of work done, units sold and money collected versus spent. Compare the last 3 or 4 reports. Progress that has been flat for a year while sales continue is exactly the pattern RERA was created to expose.

What to verify on the project page

  • Promoter name on GujRERA matches the name on your agreement and receipts.
  • Land title: the land owner is the promoter or has a registered development agreement with them. Cross-check the survey number on the urban land record or the 7/12.
  • Approved plan: the tower, floor and unit you are buying exist in the sanctioned plan with the carpet area the salesperson quoted. See our guide to carpet vs built-up vs super built-up area.
  • Completion date, plus any extension and the reason given.
  • Litigation and complaints section: read the orders, not just the count.
  • Bank account: 70% of buyer money must sit in a separate project account and be spent only on that project; the QPR shows withdrawals.
  • Agent: if you are dealing through a broker, the agent should be listed with an active RERA agent number.

RERA agents: registration and what it means for you

Anyone who facilitates the sale of a RERA project for a fee must hold an agent registration (format AG/GJ/…). Registration is per person or firm, valid for 5 years, and can be searched on the portal by number or name. A registered agent is bound to share the project's RERA information truthfully and can be penalised for misleading buyers. Dealing with an unregistered agent is not illegal for the buyer, but it removes one layer of accountability, and the agent risks a penalty.

Carpet area, possession dates and the rules that protect buyers

Three RERA provisions come up in almost every dispute:

  • Carpet area sales. Price must be quoted on RERA carpet area, defined as the net usable floor area inside the walls, excluding balconies, service shafts and common areas. Super built-up area is not a legal basis for the agreement.
  • Advance cap. A promoter cannot take more than 10% of the price before signing a registered agreement for sale.
  • Delay compensation. If possession is late beyond the RERA date (including any extension), the buyer can withdraw with a refund plus interest, or stay and receive interest for every month of delay, at the rate notified by the state.

Structural defects reported within 5 years of possession must be fixed by the promoter at no cost. These rights only work if the project is registered and your agreement references the registration.

How to file a complaint on GujRERA

  1. Try the written route first. Send the promoter an email or letter describing the breach and the relief you want. Keep proof; the Authority likes to see that you asked.
  2. Register on the portal. Choose Complaint, create a login with your mobile and email, and select the type: against a promoter, an agent or an allottee.
  3. Fill the form. Project RERA number, your unit, the facts in date order, the sections of the Act you rely on (the portal helps), and the relief sought: refund, interest, possession, defect repair or compensation.
  4. Upload documents. Agreement, receipts, brochure, correspondence, photographs. PDFs, clearly named.
  5. Pay the fee online. The fee is modest and is shown before payment; the amount depends on whether it goes to the Authority or an Adjudicating Officer.
  6. Attend the hearing. Hearings are often held by video conference. You can appear yourself; a lawyer is optional but useful for compensation claims.
  7. Get the order and, if needed, enforce it. Orders are uploaded to the portal. Non-compliance can be taken to the Authority for recovery as land revenue arrears, and either side may appeal to the Tribunal within 60 days.
Note: Complaints about a project that was never registered can still be filed; the Authority may also penalise the promoter for non-registration. Consumer courts remain an alternative forum, but you cannot pursue the same relief in both at once.

What RERA does not check for you

Registration confirms that the promoter filed the required documents and undertook to follow the Act. It is not a government guarantee of title, quality or completion. The Authority does not walk the site every quarter, and it does not verify that the land is free of family disputes. That is why a RERA check should sit alongside:

  • the Property Card or 7/12 for the land, to confirm ownership, tenure and encumbrances;
  • an Index 2 search for registered agreements on the land;
  • the Jantri rate, so stamp duty on your agreement holds no surprises;
  • a check of the Disturbed Areas (Ashant Dhara) status if the property is in a notified part of Ahmedabad, Vadodara or another covered city.

How do I check if a project is RERA registered in Gujarat?

Open gujrera.gujarat.gov.in, go to Project Search and enter the RERA number from the brochure, or filter by district and project name. The project page shows the registration date, completion date, status, approvals and quarterly progress reports. A project that does not appear is not registered.

Is RERA registration mandatory for all projects in Gujarat?

It is mandatory for projects on more than 500 square metres of land or with more than 8 units, and for each phase of larger schemes. Smaller projects and those completed before May 2017 are exempt, though small projects may register voluntarily.

What is the maximum booking amount a builder can take under RERA?

Not more than 10% of the total price before a registered agreement for sale is signed. Any demand above that before registration of the agreement breaches the Act.

How much does it cost to file a complaint with GujRERA?

The fee is small and is displayed on the portal before you pay; it differs for complaints to the Authority and claims before an Adjudicating Officer. Check the current amount on gujrera.gujarat.gov.in when you file.

Can I get a refund with interest if possession is delayed?

Yes. If the promoter fails to hand over by the RERA completion date including extensions, you can withdraw and claim the amount paid with interest at the notified rate, or continue and claim interest for each month of delay.

Does RERA apply to resale flats?

No. A resale between two individuals of a completed unit is outside RERA. Your protection there comes from the registered sale deed, the Property Card and the society records.

What is a RERA agent number and should my broker have one?

Every agent who sells RERA projects must be registered with GujRERA and display a number in the format AG/GJ/…. It is valid for 5 years and can be verified on the portal. A registered agent is accountable to the Authority for misrepresentation.

What is the difference between RERA carpet area and super built-up area?

RERA carpet area is the usable floor area inside the walls of your unit, excluding balconies and common areas; the law requires prices to be quoted on it. Super built-up area adds a share of lobbies, lifts and amenities and can be 25% to 40% larger. See our carpet area guide for the maths.
