Gujarat land mutation: apply online and track the 135-D notice

Mutation (નોંધ) is the process that updates the village land record after a sale, inheritance, gift, loan or court order. In Gujarat you apply at the taluka e-Dhara Kendra or online through the iORA portal, the Talati enters it in Village Form 6, a 135-D notice gives interested parties time to object, and once the entry is certified (પ્રમાણિત) the new name appears on the 7/12. With clean papers and no objection the whole cycle usually takes a few weeks.

Buying land or inheriting it does not, by itself, change the government record. Until the mutation entry is certified, the 7/12 Utara still shows the old holder, banks will not lend against the plot and the next buyer's lawyer will raise an objection. What a mutation entry is (નોંધ એટલે શું)

Gujarat's village records are a chain: a right changes, the change is written as a numbered entry in Village Form 6, the Hak Patrak (હક પત્રક), and once approved the entry is carried into Village Form 7, which is what you see on the 7/12. Form 6 is therefore the history book; Form 7 is the current page. Each entry has:

  • an entry number (નોંધ નંબર), unique within the village,
  • the date it was made,
  • the type of change (sale, inheritance, loan and so on),
  • the survey or block numbers affected,
  • the names being removed and added, and
  • a status: pending, certified or rejected (નામંજૂર).

The first 2 rows cover the vast majority of applications. Inheritance entries are the ones most often left undone for years, and the ones most likely to spark objections between relatives, so start early.

Where to apply: e-Dhara Kendra or iORA

There are 2 routes, and they end at the same desk.

1. In person at the e-Dhara Kendra (ઇ-ધરા કેન્દ્ર)

Every taluka Mamlatdar office has an e-Dhara Kendra. Take the originals and one set of photocopies, fill in the printed application, and the operator scans the documents and generates the entry. You get an acknowledgement with the entry number the same day. This route suits people who are not comfortable online, and it is the only route for some less common entry types.

2. Online through iORA

The Integrated Online Revenue Applications portal at iora.gujarat.gov.in accepts several mutation applications, including inheritance, without a visit. The general flow is the same as the one we describe for Index copies in the Index 2 guide:

  1. Open iORA and click Online Application (ઓનલાઇન અરજી), then choose the mutation service you need, for example Varsai.
  2. Enter a mobile number and email, request the OTP and verify it. Keep this number: every status update comes to it.
  3. Select district, taluka and village, then enter the survey or block number. The portal pulls the current holders from the record.
  4. Fill in the applicant details and, for inheritance, the list of legal heirs with their relationship to the deceased.
  5. Upload the scanned documents as PDFs. Keep each file small and legible; a rejected scan is the most common reason for delay.
  6. Submit. The portal issues an application number and, once the Talati creates it, the Form 6 entry number.
Tip: Before applying, download a fresh 7/12 and 8A. If the deceased's name is spelt differently on the death certificate and the land record, get an affidavit ready that links the two spellings. Mismatched names are the second most common cause of rejection after bad scans.

The 135-D notice and the objection window

After the entry is created, the Talati issues a notice under Section 135-D of the Gujarat Land Revenue Code to everyone whose rights could be affected: the other heirs, co-holders, the bank if a charge exists, and neighbours in a boundary case. The notice is also published on the village notice board and online through e-Chavdi.

The notice gives a fixed period, normally 30 days, to file an objection (વાંધો). Then one of 3 things happens:

  • No objection: the Deputy Mamlatdar or circle officer verifies the papers and certifies the entry. The new name appears on the 7/12 shortly after.
  • Objection filed: the entry is marked disputed (તકરારી નોંધ) and a hearing is fixed before the Mamlatdar. Both sides are heard and an order is passed, which can be appealed to the Prant Officer and higher.
  • Defect found: the officer may reject the entry with reasons, for example a missing heir or an unregistered document. You can cure the defect and apply again.

Once the status changes to certified, download a new 7/12 and confirm the name, share and area are exactly as expected. Mistakes are far easier to fix in the first weeks than years later.

Timelines and fees

Applying for a mutation is free or costs a nominal service charge at the e-Dhara Kendra. What costs money is the underlying document, for example the stamp duty and registration fee on a sale deed. As a rough guide:

  • Entry creation: same day at the Kendra; a few working days online.
  • 135-D notice period: about 30 days.
  • Certification after the period: typically 1 to 3 weeks if there is no objection.
  • Disputed entries: months, depending on hearings and appeals.

These are typical figures from the process rules and from users' experience, not guarantees. If an entry has been pending well beyond 2 months with no objection, ask at the Mamlatdar office with your acknowledgement number.

Common reasons entries are rejected

  1. An heir was left off the family tree affidavit. Include everyone, even relatives who will relinquish their share, and attach their consent.
  2. The sale deed is not registered, or Index 2 was not attached. Unregistered agreements do not create a mutation.
  3. The buyer of farmland cannot prove agriculturist status where the law requires it.
  4. The land is new tenure and the prior permission to transfer was never obtained.
  5. Name or area mismatches between documents that nobody explained in an affidavit.

Can I apply for Varsai (inheritance) mutation online in Gujarat?

Yes. The iORA portal at iora.gujarat.gov.in accepts inheritance applications online with OTP verification and PDF uploads. You can also apply in person at the taluka e-Dhara Kendra. Either way the entry is created in Village Form 6 and goes through the 135-D notice process.

How long does land mutation take in Gujarat?

With complete documents and no objection, expect roughly 4 to 8 weeks from application to a certified entry, most of it the 30-day notice period. Disputed entries take longer because a hearing is held before the Mamlatdar.

What is a 135-D notice?

It is the notice issued under Section 135-D of the Gujarat Land Revenue Code after a mutation entry is created. It informs interested parties about the proposed change and gives them a window, usually 30 days, to object before the entry is certified.

Is mutation the same as registration?

No. Registration happens at the Sub-Registrar office and creates the legal document, such as a sale deed. Mutation happens at the revenue office afterwards and updates the land record to reflect that document. You normally need both.

How do I check if a mutation entry is certified?

On anyror.gujarat.gov.in choose View Land Record - Rural, select Mutation Entry Details, enter the district, taluka, village and entry number, and read the status line. A certified entry shows as પ્રમાણિત and the change will already be visible on a fresh 7/12.
